Convert a draft PDF to an Office format

Runs headless LibreOffice in the pdf-tools container and returns a docx/xlsx/pptx artifact with a download_url. Artifact model — the working draft is unchanged. Fidelity is layout-locked (PDF imports into Draw: text boxes, not flowing prose). Honours the org egress.allow_convert gate.
