Export every page of a draft PDF as images

Rasterises each page via poppler (pdftoppm) in the pdf-tools container and returns a ZIP artifact (page-N.png|jpg) with a download_url. Artifact model — the working draft is unchanged. Honours the org egress.allow_convert gate.
